Court oks closure of task force meetings
Article Abstract:
The US Court of Appeals for the DC Circuit has ruled in Association of American Physicians v. Clinton that the President's Task Force on Health Care Reform does not qualify as an advisory committee which must follow the open meeting provisions of the Federal Advisory Committee Act (FACA). The physicians' group's suit was brought so that they could attend task force meetings. Hillary Rodham Clinton was deemed a government insider, making the task force exempt from FACA since it was then totally made up of full-time federal employees. The case was remanded to a lower court for a ruling on the working group attached to the task force.

Arts council can keep meetings closed, judge says
Article Abstract:
The US District Court of the District of Columbia has ruled that the National Council on the Arts' subcommittees do not have to be open to the public. The court did not rule specifically from the Federal Advisory Committee Act's exemption on meetings for information gathering, but stated that it had not be shown by the plaintiffs that the subcommittees had discussed anything contrary to the law. The newspapers that sued for access believed the subcommittees were making recommendations regarding National Endowment for the Arts grants.

Closed meetings on golf course development violate law
Article Abstract:
The Missouri Supreme Court ruled in Spradlin v. City of Fulton in Dec. 1998 that the Fulton City council violated the state's open meetings law when it closed 13 meetings. The meetings dealt with the proposed development of a golf course using neighborhood improvement bonds. The Court held the council improperly applied an exemption to the law under which closure is permitted if certain real estate transactions are to be discussed.
