Discounted victims: Underreporting of city's sex crimes leads to investigation of police 'crime memos'
Article Abstract:
The FBI's uniform-crime report indicated that St. Louis had suffered more than one-quarter of Missouri's violent crimes in 2003, but only six percent of the state's rapes. This was highly unlikely since St. Louis is a very violent city and this resulted in an investigation of the victims' complaints in informal, usually hand-written 'crime memos', in which no reports were written and no crime was counted.

The dumping of chemical weapons in the ocean by the US army is an old and extensive practice.
