Felons avoid deportation, slip back into community
Article Abstract:
The Immigration and Naturalization service (INS) is supposed to track convicts in state prisons who are not American citizens, hold deportation hearings while they are locked up, and on the days of their release put them on planes to their native lands. According to the General Accounting Office (GAO), about a third of the criminal aliens were never deported because the INS failed to show up at their prisons.
