An investigation is presented on the continuing poverty of Appalachian communities despite federal assistance programs and overall economic growth, along with the techniques used by reporters from Ohio's Columbus Dispatch to uncover the facts. These included writing articles as the story unfolded, which chronicled inefficient handling of funds.
