Race for the PSP prize

Article Abstract:

Ofcom is holding a hypothetical tender on December 2 for its proposed public service publisher (PSP) with a budget of [pounds sterling]300 million. A report is presented on the key issues facing the new service, including the viability of the PSP concept, the role of PSP, the adequacy or otherwise of the proposed budget, the source for funding, the question of a tie up with a broadcaster, and who would eventually run the service.
