Immigrants and schools: the case of the Big Apple
Article Abstract:
Recent immigration to New York City has created a crisis of space and finance for the public schools. The enrollment in 1992 exceeded the 1 mil mark for the first time since 1977/1978. In 1994, a New York City Board of Education study found that overcoming the problem of crowding of public schools would require $13 bil in investments in expansion and construction over the next decade. Study also noted that another $8 bil would be required for the maintenance of the existing facilities.

Regulatory fee update
Article Abstract:
The FCC is reviewing its methodology for assessing AM/FM radio station licensee regulatory fees. A two-tiered fee schedule may be adopted, with large market stations paying higher fees. A proposal made by the Montana Broadcasters Association would allocate fees according to market size, although the fee amounts described in their proposal would change depending on the actual number of licensees involved.
