Terrorism troubles Russia as violence threatens to spread

Article Abstract:

Even though terrorist operations in Russia have been confined to the North Caucasus, it may be too soon to assert that the threat has been contained. Russia's new security doctrine may emphasize co-operation against global terrorism and crime, which marks a departure from its previous Soviet-influenced incarnations. The new doctrine and draft of the new state budget for 2005 suggests that a mix of the old and new thinking is still present in Kremlin.
