Terrorism troubles Russia as violence threatens to spread
Article Abstract:
Even though terrorist operations in Russia have been confined to the North Caucasus, it may be too soon to assert that the threat has been contained. Despite the Kremlins' rhetoric that war in Chechnya is over, the Russian government is aware of the continuing threat of terrorist attacks and has formed a National Counterterrorism Centre, realizing that a change in tactics may be the reason that there have been no suicide attacks.

Russia's emerging security doctrine

The new doctrine and draft of the new state budget for 2005 suggests that a mix of the old and new thinking is still present in Kremlin.
