Quebec Finance Minister Bernard Landry proposed a $40.9-billion, FY 1996-97 budget that emphasizes deficit reduction. In an effort to stabilize financial markets, the Parti Quebecois plans to eliminate the deficit by 2,000. Quebec's tax plan differs from Ontario's tax cutting policies.
