Gen Boyle, appointed chief of Canadian forces in Dec 1995, said deteriorating armaments would make it difficult for the military to fight a high-intensity battle. The comments were made during budget negotiations, in an effort to reduce the planned $1.3 billion in military cuts by 1999.
