Article Abstract:
The problem of homelessness is best tackled through prevention programs. Such a strategy is less costly and more effective as discovered by the National Housing Institute and the American Affordable Housing Institute in a joint study made on the issue. Among the prominent preventive programs in progress are the Connecticut's Eviction Prevention/Rent Bank Program, Maryland's Rental Assistance Program, the Pennsylvania Homeowner Emergency Mortgage Assistance Program and the multistate Home Ownership Protective Effort.

Who are the homeless?
Article Abstract:
The debate over the number of homeless individuals in US societies has given way to a more serious analysis of the traits of a typical homeless person. Studies have revealed that the average homeless individual is young, a member of the minority and has children to support. The individual usually did not finish high school and 20% of single individuals had been hospitalized for mental problems. In fact, up to 40% of all homeless individuals suffered from some form of mental imbalance.

Article Abstract:
The Community Mental Health Centers were created in 1963 as replacement for mental institutions. These centers received mental patients who unfortunately, were not given the afteercare they sorely needed because of the lack of a cohesive relationship between the centers and the mental institutions from where these patients came from. The 1970s witnessed numerous court cases involving homeless patients who desired more humane treatment.
