Should Congress make major changes in the independent counsel law?
Article Abstract:
Disagreement exists on whether Congress should change the independent counsel law when its 1999 renewal date arrives. Proponents of major changes claim that the law is unconstitutional and should be replaced by an Office of Special Counsel. Supporters of the law note that it arose in response to the Watergate scandal, in which the Justice Dept acted to protect the Nixon administration. The law is meant to guarantee the impartiality of investigations by freeing them from political conflicts of interest.

The Mafia is on the defensive from law-enforcement agencies which have successfully used the Racketeer Influenced and Corrupt Organizations Act (RICO). There are some speculations on the long-run viability of the Mafia because of RICO. The Mafia may be weakening, but other organized crime groups, such as the drug cartels could take its place. This is because international crime organizations are more agile and they can operate outside the jurisdiction of American laws and law-enforcement agencies.
