B.C. audit condemns deceptive budget
Article Abstract:
British Columbia's Auditor-General George Morfitt reported that Premier Gen Clark's administration has relied on overoptimistic forecasts, witheld critical information and tabled a pre-election budget to falsely show that it had balanced the books. Morffit said that government overrode the Finance Ministry's deficit forecast for the 1995-96 year and has opted to include C$156 million over and above the optimistic revenue projection by the staff. In addition, the government tabled a budget which stated that it posted a C$16-million surplus for the 1996-97 year and forecast an C$87-million surplus for the 1997-98 year.
