Many Canadians, such as Mervyn and Teresa Hern, choose to adopt children from foreign countries, and some pay high fees to intermediaries for the privilege. Some adoption experts fear that baby-selling is becoming rampant, but adoptive parents say the mutual joys of adoption justify the price.

Manhunt: police have nabbed 3,600 alien fugitives - with 9,000 on the lam

The Royal Canadian Mounted Police, Immigration Canada and local police departments plan to arrest and either deport or extradite over 5,000 alien fugitives by the end of 1996. Immigration Canada has arrest warrants for 9,300 people who have entered Canada to avoid imprisonment or prosecution.

Back behind bars: alien suspects caught hiding in Canada get a free ride to the border

Toronto, Ontario, police arrested Alfred William Doyle after tapping the phone of his common-law wife. Doyle escaped from a Kingston, Ontario, institution in 1984 and from an Arizona prison in 1996. He is also wanted in California. The activities of three other fugitives are described.
