The Australian declaration concerning East Timor's independence agrees with Indonesia's assessment that a period of genuine autonomy is needed before a vote on independence. However, Indonesia has economic interests which are major factors influencing its decisions. Both countries realize that autonomy is the only political option, leaving East Timor to the Timorese who are bitterly divided among themselves.
