Rwanda refuses to host the 261 Canadian troops quickly dispatched to Rwanda and Zaire when it appeared that mass starvation was imminent among Zaire's refugees in Rwandan refuge camps. The refugees are returning home to Zaire with the support of the Rwandan government.
