Article Abstract:
A chronology of the politico-economic history of Russia is presented. Between the Bolshevik takeover in 1917 and the growth of the Russian military-industrial complex in the 1950s, US aid to Russia consisted mainly of famine aid. The expansion of the military-industrial complex beginning in the 1950s powered the economy and brought superpower status to the USSR, at the expense of the standard of living of the majority its citizens. The Cold War virtually precluded aid from the West. In the 1990s, the Group of 7, International Monetary Fund, World Bank and especially the US adopted measures to pump aid to Russian Pres Boris Yeltsin's economic reforms.

Article Abstract:
Potential difficulties of providing US economic assistance to Russia are discussed. The former USSR has given rise to 15 independent republics, 10 of which form the Commonwealth of Independent States. The relationships among these independent states remain volatile, with territorial disputes likely to erupt now and then. Giving economic assistance to Russia alone could antagonize its neighbors. Furthermore, the ability of Russia to maintain its current borders against further secessions appears to be weak. Regions loaded with nuclear weapons or nuclear weapons factories would also tend to receive more attention than other regions.

Russian economic history from the time the Bolsheviks ascended to power in Russia in 1917 up to the current transition to a true democracy is analyzed. The post-communist era economic difficulties of the Russians are but an aftermath of the inefficiency and corruption of the communist government. For over 70 years, the communists' faulty central planning maintained a primitive transportation system and prohibited private property. During all this time, the US provided minimal aid to Russia, although aid was stepped up during emergencies such as the 1986 Chernobyl nuclear disaster and the 1988 Armenian earthquake.
