Cleaning up hazardous wastes: will Congress improve the "superfund" law?
Article Abstract:
The superfund program run by the Environmental Protection Agency has not worked well and needs to be changed. The Clinton administration has instituted some reforms that have accelerated cleanups, but more needs to be done. Lengthy litigation has delayed cleanup of seriously contaminated sites, and many blameless companies have gone into bankruptcy because of the associated costs. Still, the program is necessary because of disasters such as Love Canal and other toxic-waste dumps around the country that can adversely affect people living near them.

Supertankers and spills
Article Abstract:
Supertankers, because of the quantity of oil they can carry, pose a major environmental threat. By comparison, smaller vessels are less dangerous and are often used for transporting petroleum products that easily evaporate. The transfer of oil from tankers to shore is another problem as most ports have waters too shallow for supertankers. Unloading oil through undersea pipelines from distant deep water is one alternative. US petroleum companies are planning to build more deepwater facilities with underwater pipelines.

Tanker development
Article Abstract:
Crude oil was first shipped in costly and unsafe wooden kegs. Oil field developer Ludwig Nobel built the first bulk tanker in 1878 and his tanker design was used until the 1950s when the Suez Crisis compelled the oil companies to consider other routes or build bigger tankers. The Japanese have solved the oil transportation problem by building high volume supertankers which are made of strong and light steel, and use fuel-efficient diesel engines.
