Justice Minister Allan Rock underestimated the opposition to his gun-control proposal. Gun lobbyists, farmers, hunters and other gun-control opponents have won broad political support. Although Rock retains the support of Prime Minister Jean Chretien, the legislation will not pass easily.

Many victims' rights groups want Section 745 of Canada's criminal code to be repealed. The law allows convicted murderers to apply for parole after serving 15 years of a life sentence. Supporters of the law say it gives prisoners an incentive to rehabilitate.
