Article Abstract:

France went the opposite way by abolishing a cap that limited the wealth-tax bill to 85 percent of a taxpayer's income when most members of the European Union dropped the wealth tax in the mid-1990s. The move, together with a cut in its 'exit tax' on departing fortunes resulted in some of France's richest citizens either partially or entirely expatriating their fortunes to Belgium and Switzerland.
