From USO to UFO - rural Australia is ready

The Universal Services Obligation (USO), established in the 1997 Telecommunications Act, requires all Australians have access to efficient and reliable telephone service. This is a costly proposition to Telstra, the country's current telecommunications carrier. The company claims the cost of the USO for the 1997-98 year was over $1.8 bil. The government is introducing legislation to limit the cost to $253 mil.
