Head Start's health benefits: fact or fancy?

Article Abstract:

An investigation by the Dept of Health and Human Services (HHS) debunked the claims of Head Start proponents on the success rates of the program. HHS placed success rates at significantly lower numbers than claimed, with 43% of participants immunized, social services extended to 28% of participant families and 53% of children receiving medical screening services. Among the problems cited were parent negligence, physician unavailability, lack of qualified people to staff Head Start centers, high enrollment and increasing number of participants from problem families.
