The low unemployment rate and the booming economy of the 1990s mask that many people still live in poverty. The statistics are overly optimistic because the income level used to define poverty is set too low. The poverty line should reflect what a family needs to maintain a decent standard of living, not just stay alive.

The welfare reform bill passed by Congress and signed by Pres Clinton is a drastic cut in welfare rather than a true reform. Its harsh provisions will harm children, legal immigrants and the working poor. Suggestions for fixing the reform program are presented.
