South Australia's Liberal premier John Olsen promised voters in the 1997 election the government was not considering privatizing the Electricity Trust of South Australia, but after winning he tried to sell the state's electricity authority. He hoped the sale would help the state lower its $7.5 bil debt, but the Labor party opposed the plan. Instead of compromising, Olsen continues to fight for privatization.

Warren Joseph Bund cooperated with the senders because he was heavily in debt, and the letter mentioned God. He lost a total of $2.3 mil to the con men.
