Article Abstract:
Children need new standards for their education. It is apparent that government supervised schools do not work. The worst schools are usually the largest ones. The best thing for American children is for them to be able to participate in a decentralized, curriculum based educational program. The Success for All reading curriculum has been very successful for schools that service low income families.

The debate over whole-language versus phonics in teaching children to read has become a heated political issue in California. A public backlash against whole language has prompted the state legislature to pass seven bills appropriating funds for phonics instruction.
