Prime Minister Jean Chretien ushered in the 36th Parliament by announcing a $1 billion endowment fund for academic scholarships for low-income students. The program is one of several new measures from Liberals that will raise government spending, although the party has vowed not to return to past excesses.

Canada's Liberal cabinet is divided on the Dec 1997 conference on global warming in Kyoto, Japan. A strong stand on curbing greenhouse gases would harm the Canadian economy, particularly the energy industry, but a weak stand would promote environmental damage.
