Montreal, Que.-based Royal Bank of Canada is negotiationg with the Ontario Securities Commission to settle an investigation of its RT Capital Management Inc. The OSC is investigating RT Capital, which is a pension fund firm, in a stock price manipulation case.

Mark Valentine, a former securities dealer, will not be allowed to make investments after a ruling by the Ontario Securities Commission. Mr. Valentine had sought permission to make trades on NASDAQ and the Chicago Mercantile Exchange.
