Uzbekistan's President, Islam Karimov, blames the unrest in his Central Asian country on militant Muslim radicals and warns that instituting democratic changes could turn the United States' strategic associate in the war on terrorism into an Islamic theocracy. Violent protests broke out following he conviction of 23 Muslim businessmen in the city Andijon in the agricultural Federal Valley on charges of religious extremist.
