Secret Diplomacy Won Libyan Pledge on Arms

Libya and the US have worked out an agreement that provides for Libya's ending its program of developing weapons of mass destruction. The country is eager to end economic sanctions. As part of his effort to restore US-Libyan relations, Muammar Qadhafi allowed both American and British inspectors to review laboratories and military facilities. Investigators were surprised by the extent of the country's uranium enrichment capabilities.
