Should Congress require stock markets to set prices by decimals instead of fractions?
Article Abstract:
Disagreement exists on whether Congress should mandate that stock prices be listed with decimals rather than fractions. Some advantages of decimals could be the added control of spreads, which enable market makers and firms to skim profits from price differences, and integration with foreign stock listing practices. However, research by the New York Stock Exchange does not find any real benefits resulting from decimal usage.

At Issue: Should Congress earmark research funds for specific diseases like Alzheimer's?
Article Abstract:
While many people believe the only hope in reducing the number of people stricken with Alzheimer's disease lies in research, critics claim that Congress should not provide funding for specific diseases. Congress should instead allocate money to the National Institutes of Health and let their protocol support what institutions will be funded.
