Controversy exists about the proposed District of Columbia Economic Recovery Act, which would provide a 15% income tax cut for residents of Washington, D.C. Supporters claim the act would encourage middle class residency, to counter the emigration of middle-income earners. Another provision of the act gives a capital gains tax cut, in a move to promote needed business investments. Opponents claim the district's economic problems would not be solved by the tax break, while $700 million in national tax revenues would be lost.

Should the courts reduce their role in school desegregation?
