There are two views on the proposed legislation of private ownership of fishing resources. Supporters of the proposal feel that owned-quotas will lead to fishermen conserving fisheries for long-term benefits. They will also benefit from financial stability, future planning and higher profitability. Those against owned-quotas, however, maintain that the program has already been tried and proved a failure. They emphasize that severe penalties should be imposed on fishermen using incorrect equipment.

Article Abstract:
The National Marine Fisheries Service suggests that the individual transferable quota (ITQs) scheme should apply to the fishing industry. Under the scheme, licenses can be hired, sold or transferred within a family. The scheme would allot licenses to fishermen with a proven record, and allocate a fixed share of fishing resources to them. But the majority of US fishermen feel that the licenses will be purchased by large business houses, and individual fishermen will suffer.

Should American military personnel be used to help provide assistance to refugees?
Article Abstract:
Controversy exists on whether American military personnel should help with refugee assistance. Supporters note that the armed forces possess superior infrastructure and equipment for quick response and thorough help which other groups may not be capable of.
