The proposed Canadian constitution emphasizes cultural differences between Canadians instead of bringing them together as Canadians. The factors that have contributed to this recognition of the differences include court cases and the social policies of former prime minister Pierre Trudeau.

The idea of freedom of the press exists, but true freedom of the press does not. The variety of laws in several countries that restrict the activities of the press are compared with laws in countries where the activities are not restricted. The issue of libel is discussed.
