The war in Kosovo has forced Europeans to reexamine their defense research and spending, as 75% of the aircraft and 80% of the munitions were supplied by the US. European Union leaders at their Cologne summit discussed Europe's need to invest in a "common foreign and security policy" to help Europeans play a more active and autonomous role in settling regional conflicts.
