Article Abstract:
The scandal of the European Commission, which forced the resignation of all members in March 1999, demonstrates the crisis that can occur in an accountable democracy. However, it also demonstrates the need to reconstruct the European political identity. The identity, like the European Union itself, should be based on a democratic and community spirit, and needs inspirational leaders to form it.
