City officials introduced Bill 103 in Dec 1996, a proposal to merge Toronto, Ontario's six municipalities into one megacity. The proposal has sparked heated debate and strong opposition from many different constituencies. The bill was soundly rejected in a non-binding referendum in Mar 1997.
