It should not be surprising that Chretien's public and private opinions differ from one another. This inconsistency is common in heads of state in both the US and Canada. Chretien's criticisms about the US political system is hypocritical, however. He also provides favors to constituents in exchange for votes.

Can Quebec secede? The Supreme Court prepares to hear a historic case
Article Abstract:
The Canadian Supreme Court will hear a case on the legalitity of secession by Quebec in Feb 1998. The case is part of the Liberal Party's new get-tough strategy on the secession issue. Most observers predict the court will rule against unilateral secession.
