Celebrity photographers have a big financial incentive to hound celebrities for pictures. They may be paid from $20,000-$40,000 for a single photograph. One of Diana and Dodi Al Fayed reportedly earned a photographer $7 mil. In Europe, only France has laws of privacy but they are not always effective.
