UK: EWS CALLS FOR DROP IN ACCESS FEES

English, Welsh & Scottish Railway (EWS), the UK's largest rail freight operator is asking for a 40%-50% reduction in charges for track access in order to alleviate the problems and disruption to the service following the crash at Hatfield, Hertfordshire in the Autumn. Graham Smith, planning director for EWS says that compared with the GBu 1bn package of concessions that the Treasury has offered to hauliers a reduction in GBu 160m a year his company pays to Railtrack was not that expensive. A preliminary review of freight charging policy is expected to be published by the UK's rail regulator and is expected to recommend an open price list approach to track access charges rather than the current negotiations between Railtrack and operators.

UK: RAIL REGULATOR REVIEWS FREIGHT CHARGES

The UK rail regulator, which is reviewing freight charges, wants greater transparency, and could be looking for a cut in charges. The regulator has estimated the cost of the provision to freight customers of network services, which will appear in the final consultation document. Comments on this should be submitted by 7 January 2001. It is thought that the regulator's estimates are far less than those of Railtrack.

UK: RAILTRACK AND EWS PRAISED FOR SERVICES

Potter Group, the intermodal UK logistics firm, has commended EWS and Railtrack for finding alternative solutions after disruption of services due to the Hatfield crash and the severe weather conditions. The company had to use the West Coast Main Line instead of the East Coast Main Line, and was able to maintain customer supplies using services that were especially run for them.
