EUROPE: EC ROAD PROPOSALS AIM TO BENEFIT ALL
Article Abstract:
A set of measures aimed at providing consistent working conditions for Europe road transport operators has been proposed by the European Commission. The main proposal deals with the Working Time Directive which is to be amended to exclude owner-drivers for a temporary period of three years. This amendment was not well received by the industry but there are further divisions over limits for working at night and the lack of an opt-out clause. The Commission is also keen to introduce identity certificates for drivers to avoid non-EU state drivers being illegally employed and working long hours and in unsafe conditions. An amendment is also being sought by the EU to harmonise the weekend bans on heavy goods vehicles which are already in operation in eight member countries. Jacques Garban of Aftri, the French road transport association, has said that harmonisation of rules across the EU would benefit all concerned.

UK: P&O'S CONTAINER TRANSPORT PORTAL
Article Abstract:
P&O Nedloyd (P&ON) anticipates achieving a fifth of its bookings by 2002 through the Inttra transport portal on which it is collaborating with another four shipping companies, Maersk, Mediterranean Shipping, CMA CGM and Hamburg Sud. The portal, which was founded in October 2000, is seeking agreements with more shipping lines. It is holding negotiations with three companies with a view to partnerships with Asia, aiming to strengthen its place in the international market. It is unlikely that services will be available before 2001. These are expected to be based on track trace, plus container booking, bills of lading production, notification of events, and industry statistics and reports.

EUROPE: CALL FOR GREEN TAX FORTRUCKERS

All European trucks should have to pay a green tax for international journeys, according to Geoff Smith shortsea trade director for Andrew Weir Shipping, at the Shortsea Europe 2000 conference. However, the view of Chris Welsh of the European Shippers Council is that improved efficiency rather than taxation of truckers would be more beneficial to the shortsea shipping industry.
