Whose moon is it anyway?
Article Abstract:
The discovery of ice on the surface of the moon has raised various economic questions about ownership. It ties space to the real world more tightly and, with the moon a potential source of extraterrestrial fuel, is related to getting to Mars, a subject that interests people other than astronomers. No one knows just who the lunar ice belongs to, just as no one knows who the rare metals found in asteroids belong to. An American company is putting together an unmanned asteroid-prospecting mission for 1999, hoping to get mineral rights or maybe full property rights. According to the Outer Space Treaty of the United Nations, things in the sky belong to all mankind.

If asteroid 1997 XF 11 had come close to the Earth's orbit a small flotilla of spacecraft would have been dispatched to discover its properties, constituents and solidity. Other probes would have been dispatched to seek asteroids of similar composition and size. Then, various methods of nuclear explosives would have been used to determine the best way to nudge the asteroid off course.

Global warming debates about necessary actions do not mean much since even scientists do not have all the facts. The Intergovernmental Panel on Climate Change reports reflect a consensus among the world's climatologists but the consensus does not equate to scientific fact. Many experts are uncertain about the climate models, and a demand for certainty is unfair to science.
