A game of two halves
Article Abstract:
Residents of the Sheffield suburb of Hillsborough in the UK are in conflict with the fans and management of the local soccer stadium. Traffic congestion, noise, litter, and falling property values have angered many locals. In spite of the problems, stadium matches also generate revenue, provide jobs, and increase citizen morale. City officials have made several attempts to ease the parking and litter problems, but lack of cooperation and varied interests on all parts has led to little progress.
