Evaluating spillway adequacy
Article Abstract:
Only spillways for high- and significant-hazard dams call for designs based strictly on probable maximum flood (PMF). Most spillways could still prevent overtopping even with an inflow design flood (IDF) below PMF. Such cases require incremental-hazard evaluation to help find the IDF. The process consists of estimating dam-break damage downstream at various flood levels, starting at the normal reservoir level. The flood level causing the least damage provides the basis for IDF. The final step involves quantifying assumptions and, if necessary, adjusting the PMF to suit the IDF.

Article Abstract:
A study of displaced people at the Meheba Refugee Settlement in Zambia shows many have trouble adjusting to a new life even in the best circumstances. Those arriving at the 700-sq-km settlement are given 2.5 hectares of land and rations for the first two years, and must be self-sustaining thereafter. Problems include difficulty clearing land in time, poor soil, widespread alcoholism, difficulty expanding their economy beyond the settlement, and strife between different nationalities.
