Rewriting the rules of energy
Article Abstract:
Congress passed the Comprehensive National Energy Policy Act on Oct 1, 1992. The law marked the beginning of a new era for the energy industry and it also would have a big influence on investor-owned electric utilities. Throughout the deliberation process, electric utilities disagreed with Congress on various provisions of the law. The issue of amending the Public Utility Holding Company Act of 1935 (PUHCA) was hotly debated. The new PUHCA allows the entry of exempt wholesale generators in electric power generation to spur competition.

The Energy Act's new PURPA standards
Article Abstract:
A PURPA standard is a recommendation that an electric utility be governed by the policy of the standard. PURPA has 12 standards which were passed in 1978 and governs such issues as time-of-day rates, seasonal rates, lifeline rates and master metering. There are four new standards and the first three are incorporated in Title I of the Energy Policy Act. The standards deal with the extent and effects of integrated resource planning. The fourth standard which is embodied in Title VII covers long-term power purchases.
