Article Abstract:
Philadelphia's Southeast Water Pollution Control Plant (SWPCP) reduced its energy consumption without buying expensive equipment by taking advantage of its relationship with the electric utility. SWPCP is an activated sludge treatment plant with a service area of 20 sq mi and handles 110 million gallons of wastewater everyday. SWPCP asked its electricity provider, PECO Energy, what it can do help reduce the former's energy use. PECO provided SWPCP with a detailed billing formula which led to the development of strategies for lowering demand, electricity consumption and costs.

Customer service decline?
Article Abstract:
The 1998 American Customer Satisfaction Index reports that downsizing and distractions associated with industry deregulation have made consumers increasingly dissatisfied with the services given by electric utilities. Mike Lyman, a partner at Arthur Andersen's utility practice, which released the report, said customer satisfaction is clearly negative for more than half of the electric utilities monitored by the index. He added this situation poses problems for short-term earnings prospects of the industry.
