The NOx Budget: market-based control of tropospheric ozone in the northeastern United States

Article Abstract:

The NOx Budget is an efficient market-based program for reducing tropospheric ozone concentrations in the Northeastern States. This marketable emissions allowance scheme has a distinct cost advantage over the Command and Control pollution control framework. In fact, the costs of the NOx Budget are substantially lower than the potential savings that can be achieved from the restructuring of the electric power industry. Thus, reduction of nitrogen oxide in large stationary sources is a viable approach to pollution control if implemented with the right market-based tools.

Emission quota trade among the few: laboratory evidence of joint implementation among committed countries

Article Abstract:

Laboratory tests were conducted to formulate a design for carbon emission reduction trade among four countries, which includes Denmark, Finland, Norway and Sweden. The design was necessary to promote high trade efficiency and limited scope for arbitrage. The one-seller and two-seller designs that were tested produced high efficiency levels in emission reduction trade regardless of the negotiation rules tested and the time allotted for negotiations.

A second-best evaluation of eight policy instruments to reduce carbon emissions

Article Abstract:

Research was conducted to investigate the effects of pre-existing labor market tax distortions and policy options, including carbon and energy taxes and emissions permits and performance standards, on efforts for carbon emissions control in the US. The costs and cost rankings of these policies are influenced by pre-existing tax distortions. The revenues generated by these policies dictate their superiority over other instruments.
