Utility investment behavior and the emission trading market
Article Abstract:
The electric utility industry will be be allowed to emit 8.9 million tons of sulfur dioxide by the year 2000 as stipulated by the Clean Air Act Amendments of 1990. Emission allowances will be allocated to electric utilities and the allowances can be bought or sold. A model presenting the options of purchasing allowances and investments on emissions abatement measures is presented. The model examines the outcomes of both positive and negative net returns on abatement investments. Suggested accounting guidelines to be applied on emissions allowances are summarized.
