CD weighs draft CTB Treaty: U.S., Russia to push for signature

Article Abstract:

The second session of the 1996 Conference on Disarmament witnessed the failure of member states to reach a consensus on the text of a comprehensive test ban treaty. Despite some reservations, the US and Russia announced their willingness to sign a revised draft treaty prepared by chairman Jaap Ramaker. However, this lead failed to secure the support of China and India for the new draft. The provisions of entry into force remains a contentious issue in the new draft. Ramaker's draft has slightly changed the decision making procedures for on-site varification.

Administration, Congress continue debate over membership, future of ABM treaty

Article Abstract:

The Clinton administration and Congress are currently at odds over the ABM Treaty. At issue is the question of which states are parties to the treaty pending the effectivity of the Memorandum of Understanding (MOU) on succession which identifies Russia, Belarus, Kazakhstan and Ukraine as the successor states to the former Soviet Union. Pres Clinton says that these countries are parties to the treaty even without the MOU. However, Republicans argue that the Senate's defeat of the MOU voids the treaty.

CTB Treaty opened for signature after approval by United Nations

Article Abstract:

The UN approved the Comprehensive Test Ban Treaty proposed by Australia and 127 sponsor countries. The treaty, which will prohibit the use and development of nuclear weapons, was signed by 94 countries including nuclear-weapon states Russia, China, France, UK and the US during Sep. 1996. Ratification and implementation issues, however, remain unresolved due to the postponement of the Chemical Weapons Convention.
