Does Russia speak for Baltic Russians?

Article Abstract:

Russians in both Russia and the Baltic states do not feel a deep commitment to one another despite inflammatory statements made by some Russian leaders. Unless a charismatic leader arises in the Russian communities in Latvia, Estonia, or Lithuania, conflict over their minority status there is unlikely. Most of the Russians there feel they are better off remaining, and say they could not find a place to live in Russia. Russian residents prefer a rapprochement with other former Soviet states rather than the Baltics.

Taliban triumphant?

Article Abstract:

Kabul, the capital city of Afghanistan, fell to Taliban anti-modernists, an event that may seriously destabilize the entire region. Taliban troops took over Kabul on September 27, 1996 from the post-communist Islamic government of President Rabbani. The U.S. may have helped the Taliban gain control over Kabul by withholding foreign aid. Taliban forces have inflicted terror on Afghans, and many have fled Kabul since its takeover. Ethnic wars may ensue in Afghanistan and neighboring countries.

Talking to the Taliban

The article examines whether it is necessary for the Afghanistan government to hold proposed talks with the Taliban for the establishment of peace in Afghanistan.
