Comparing health care systems: what nations can learn from one another

Article Abstract:

Comparison of different countries' health care systems will aid governments in identifying elements of their systems that could be improved. Three basic considerations affect health care policy: the portion of resources to be devoted to health care; the distribution of health resources; and obtaining optimum efficiency in health care. Two health care systems, demand-side and supply-side, predominate. Demand-side allows consumers to treat health care as they would any other commodity, whereas supply-side uses public or quasi-public fiscal power to overcome market deficiencies in health care.

The author discusses the influence of government policy on the development of Singapore's health care system. Topics include government health funding policy and cost containment. The influence of Singapore's social embeddedness and values on its health care system are examined.

Inconsistencies and contradictions in Singapore's Medisave medical saving account scheme are outlined. The reasons for the program's failure to control expenditure in the health care sector are examined.
