Creating a constitution for Eritrea
Article Abstract:
The Eritrean People's Liberation Front (EPLF) created a provisional government prior to formal independence following the end of Ethiopian military occupation in May 1991. EPLF leadership held an internationally-observed referendum to determine the people's choice of independence. A 99.8% majority chose full independence during the referendum which was held on Apr 23-25, 1993. Eritrea became a UN member soon after the referendum. After three years of public debate and consultation, the Constituent Assembly ratified a new Constitution for Eritrea on May 23, 1997.

Truman, Korea, and the Constitution: debunking the "imperial president" myth
Article Abstract:
The actions of Pres. Harry S. Truman in committing US troops to defend South Korea in 1950 without congressional authorization was consistent with obligations under the UN Charter ratified in 1945 and was not in violation of the US United Nations Participation Act or the Constitution. Through passage of the United Nations Participation Act, the Congress affirmed the presidential power to engage the US military on an emergency basis. Pres. Truman also acted prudently in keeping members of Congress informed as the conflict progressed.

The author traces the transition of South Africa's health care system, in the five years after the end of apartheid, to a decentralized system. The 1997 constitution's impact on health care law is analyzed.
